The qualifications are specific characteristics of a piece of land in relation to its buildability coefficient and the specific regulations that apply to it (permitted uses, alignments or maximum height, among others). A soil is considered as urban, if it meets these characteristics:
 
 
1. Provision of basic services and facilities. The land must have road access, a water supply and evacuation network, and electricity supply. The price of the land depends directly on whether the street is urbanized or not.

3. Compliance with planning. The land has been developed and urbanized following the specifications established in the planning, which means that it has no irregularities and complies with municipal urban regulations. If this is not the case, there is an urban planning instrument, which is called the 'Special Plan' and allows irregularities to be normalized.
 
 
There can be several types of urban land:
 
- Consolidated urban land. They are the lands considered solar. A Solar is a land suitable for building and is urbanized according to urban planning, that is, bordering a paved and illuminated road, with the alignments and grades indicated, which allows the granting of an immediate license and the construction of which does not involves the transfer of land.
